Effective development and implementation of a roadway strategic safety plan typically require the coordination of a variety of safety elements, funding sources, and people. The Federal Highway Administration , American Association of State Highway and Transportation Officials, and National Cooperative Highway Research Program sponsored a scanning study of Sweden, Germany, the Netherlands, and the United Kingdom to investigate management and organization of comprehensive hihgway safety programs. The U.S delegation observed that the countries view highway safety as a public health or quality of life issue and base safety decisions on a common philosophy. The countries take a proactive approach to highway safety that includes a fully integrated and nationally accepted plan with measurable fatality and injury reduction targets. The scanning team's recommendations for U.S. application include developing a national s fety plan with achievable safety improvement targets, creating a safety performance incentive program, and implementing a demonstration project involving corridor or area-wide safety improvements.
