Edinburgh's municipal government has proposed charging motorists 2 pounds ($3.79) a day to enter the city limits or a central area including the Old Town, a United Nations World Heritage site. A poll of 1,000 voters published Feb.14 by Scotsman newspaper showed just one in five planned to vote in favor of the system, which would start in 2006.
